On September 26, 2023 at 11:00 AM CDT, Russell Holmes, Senior Director of the Center for Offshore Safety (COS), will share the latest news from COS, including the recently announced expansion of the COS Safety and Environmental Management System (SEMS) Certificate Program. The July 2023 announcement from COS extends eligibility for obtaining a COS SEMS Certificate beyond the U.S. Outer Continental Shelf (OCS) oil and gas industry to include international offshore oil and gas operations. Mr. Holmes will also discuss efforts underway to extend SEMS to offshore wind.

Meet the Speaker

Russell Holmes, Senior Director, Center for Offshore Safety (COS), American Petroleum Institute (API)

  • Russell Holmes, the Center for Offshore Safety (COS) Senior Director, serves the U.S. offshore oil and gas industry by leading effective implementation of Safety and Environmental Management Systems (SEMS) to drive continual improvement in safe operations. Captain Holmes retired from the U.S. Coast Guard in 2020 after nearly three decades of service. Prior to joining COS, Captain Holmes served as the U.S. Coast Guard’s senior point of contact for offshore safety, known as the Officer in Charge, Marine Inspection (OCMI), for the U.S. Gulf of Mexico. In this role, he oversaw all marine inspection and investigation activities that ultimately support SEMS. He has a Master of Science in Engineering in Naval Architecture and Marine Engineering and a Master of Engineering in Manufacturing from the University of Michigan and is a certified Project Management Professional (PMP).
