• Houston-based Quantum Energy Partners III LP and Chuck Perrin have formed Tulsa-based Rockford Energy Partners II LLC with a $50-million commitment from Quantum. Joining Perrin, president and chief executive officer, are Thomas E. Boullt Jr., vice president, reservoir engineering; Jean Antonides, vice president, geology; and Susan C. Keary, vice president, accounting and administration. Perrin, Boullt and Keary started and sold Rockford Energy Partners LLC, also a Quantum portfolio company. Rockford II will focus on the Midcontinent, primarily Oklahoma and the Texas Panhandle, and acquiring long-life reserves up to $50 million. • Natural Gas Partners, Irving, Texas, has named Charles R. Stephenson a venture partner. Stephenson has led many NGP portfolio companies, including Spring Holding Co., Bravo Natural Resources Inc. and Bravo Natural Resources Holdings LLC. • CIBC World Markets oil-service analyst G. Allen Brooks has joined oil-services-focused, investment-banking firm PPHB as a managing director, providing industry research. The firm's partners are Allen Parks, Len Paton, Joe Hoepfl and Ray Brown. • Sell-side analyst Michael Mayer of Prudential Equity Group plans to retire on June 30. Andrew Rosenfeld will initiate coverage of the major oils during the fourth quarter of 2005. • Jefferies & Co. Inc. has named Evan S. Templeton senior vice president and senior high-yield research analyst. Templeton will follow E&P, oil-service and refining companies. Templeton has covered the energy sector for more than 10 years. He was a director and co-head of high-yield research at RBC Capital Markets/ RBC Dain Rauscher. • Roy Jackson, J.B. Bleckley and Kerry Pollard have formed Austin-based A&D advisory firm Banks Petroleum Inc., a division of Banks Information Solutions, which is a long time provider of consulting, engineering and asset-divestment services. Bleckley is a founder of Banks Information Solutions; Jackson was with Riviera Energy Corp., an A&D advisory firm; and Pollard is a founder of engineering firm Pollard Gore & Harrison Inc. • Tom Hedrick and Kevin Neeley have joined Wells Fargo Energy Advisors as principals in the Houston office of Wells Fargo Energy Group. Hedrick was with A&D advisory firm Richardson & Barr as a vice president, managing business development and transaction execution. Neeley was director of Banc One Capital Markets' E&P mergers and acquisition division.
