Richard P. Cullen, the founder and first president of the Independent Petroleum Association of Mountain States (IPAMS), passed away in Denver in April. He was 81. Cullen was an oil and gas lawyer and petroleum landman for several companies including Texaco, but for the bulk of his career was in private practice. He formed IPAMS in 1974 and was elected to its Rocky Mountain Oil & Gas Hall of Fame in 2004.
